Other than whatever the courts decide for DUI + Manslaughter... he should have his license permanently revoked and be forced to bike everywhere...

Don't the police cordon these things off for the safety of the bicyclists and bystanders? How'd he even get on the race path?

Even in the states some bike events aren't blocked off very well. When we were on tour up in Colorado and driving through arapaho pass we had to pass right through some sort of giant bike event. Mountain passes, two way traffic, about 1500 bikers, and a 15 passenger van w/trailer and 400k miles... Fun.
